Easy to do with Videopad. Import the video, drop it onto the timeline, SPLIT-out the portions you don't want and delete them, right-click and CLOSE GAP if needed. Look here at the many tutorials.

Type "Videopad color correction" into a search engine and it should pull up several tutorials. In VP, the EFFECTS window has a number of useful tools.

If you licensed 4.2 the registration should still be good for that version. Note the terms.

Clear the cache, under OPTIONS|DISK and see if that helps.

If practical, click FILE|SAVE PORTABLE PROJECT, zip the results and upload to DropBox, Google Drive, MS OneDrive or the like. Make it public and link it here. Someone will try to duplicate the problem.

Not certain this answers your query, but there are two arrows under the preview window ||< and >|| that will snap to the beginning or end of a clip. As to smoothness of presentation, check this out.

Under the preview window, click the chevron to the right of the SPLIT button. A drop-down menu appears. Click the audio channel to be split.

Are you attempting to isolate a portion of a clip, using the red [ and blue ] brackets at the ends of the preview window time line? If so, first click on the clip in the media window (upper left). Then move the scrubber (red line) to where the clip is to begin. Click the START button. Move the scrubber to the spot where the clip is to end and click the END button. Now use the green arrow that's in the tool bar just above the media files to place the clip. Click the chevron to the right of the arrow to see the options. Follow this procedure every time another section of the same clip is to be utilized. -

The high bit rate of the GoPro files appears to be the culprit. When reduced, preview stalls from time to time, but no buffering. Compare the reduced bit rate GoPro file details with the originals. The exported mp4 at 1920 X 1080 with default settings was smooth. Here is the revised project. 1.2 GB so give it time. A related FAQ from NCH.

In the interim, try a lower preview resolution. Right-click in the PV window. Also try toggling the hardware-accelerated video box, under OPTIONS|EDITING.

If this was a transparent PNG, with alpha channel - an image with a checkerboard behind it - the key (overlay) should be clean, as in this example. An alternative would be an image that's in front of a green screen, to chroma key over a background using the GREEN SCREEN effect.

Rendered your project and exported it as an mp4, using default values and auto-detect resolution. Plays cleanly, no lines.(click)

Though not exact, try the 24 frame rate. On export, you will note that this is the maximum rate, unless the CONSTANT FRAME RATE box is checked.

Not seeing lines here. A 2048 x 1536 jpg was the background for your png insert, saved in a number of high-def still formats and as a video mp4, in VP 5.11. This is a 1920 x 1080. Please upload your background image and state precisely the scale and positioning parameters that you used.

Link brings up a single image - no lines. Where's pic #2?

Click in the area where it reads "Drag and drop your video, text and image clips here to overlay" and the split icon won't block the timeline.

Might just be the same... Drop an audio file onto audio track 1. Add a FADE OUT. Run the sequence. The fade is there. Now add a split to the track - prior to the start of the fade slope. Run the sequence. Fade is gone. Add a fade to the 1st half - prior to the split. It fades, but there's still no fade on the 2nd half. A somewhat related suggestion: Make keyframe dots in the preview audio display a different color as they are difficult to spot.

You appear to have unearthed a bug in 5.11 (and perhaps earlier versions). To work around it here's a convoluted procedure... 1. Select (highlight) the clip that's to be faded. 2. Right-click on that clip and SAVE AUDIO CLIP AS NEW FILE. It will appear under the audio tab in the media area. 3. In the preview window, right-click on the audio display and apply the FADE OUT. 4. Click the original audio clip on the timeline and use the ||< and >|| keys under the preview window to align the scrubber (red line) with the start of this clip. 5. Click on the new audio clip in the media bin. On the bin's toolbar, click the chevron just to the right of the green arrow. Click the OVERLAY SEQUENCE AT CURSOR choice. That should place a duplicate of the audio clip directly under the original. 6. Right-click the original audio clip on the timeline and click UNLINK FROM VIDEO. 7. Right-click the original audio clip on the timeline and click DELETE. When the sequence plays it will switch from channel 1 to channel 2 audio at the start of the clip in question, and it should fade out.

Have you examined what might be available for other export formats?

When exporting a video file, click on ADVANCED ENCODER OPTIONS. Use the defaults (there's a reset button) or manually set the bitrate and quality factor for the file type.

Unable to duplicate that while cutting and rearranging a dozen clips on the voice track of a short video. In each case, the spacebar picked up where it left off, using version 5.11. If the pointer is at screen-right, and the mouse is left-clicked, that would cause the scrubber (red line) to jump to the end.
