I have a couple of questions here

Lately I'm starting to wonder if maybe I'm overrelying on VideoPad for my Video Projects, how so you might ask? Well...

A. Over this past year or so I have been using VideoPad to make Retro-Themed Voice Acting Fancast Videos for certain Video Games. (Retro-Themed meaning so I can use folks who are dead now but were alive & well when the game came out.) I made video series; like these...

In which I do like on how I can use the "Add Picture" feature in the regular Text screens. But I do wish it was easier to resize the pictures since any picture that is over 100x100 in measurements ends up being too large to fit on the screen. (In which I would have to make the Character pics very small in order to not be enlarged too much in VideoPad.) However I am starting to wonder if maybe PhotoStage Slideshow Producer would be a better fit for these types of videos in the future.

B. In the past I have tried to make little Video Productions that are styled in a Visual Novel way. What do I mean you ask? Well take a look here for example...

And I have done this for other projects such as Crazy Plot Twist Theater: Street Fighter and One Piece: Who Will Save Robin from Aokiji? and the like. Where I would make these still image panels from PhotoPad in which I would traditionally use a patchwork of a bunch of character portraits and such. (But I am open to the possibility of using programs like for 2D Models like Kisekae which is what I did here. Or to potentially use 3D Models from programs like VRoid and XNALara.) In which I would take these panels from PhotoPad and dub in the soundtrack at VideoPad. In which I did recently think of the idea of making the panels via Videopad. In which I could make the story panels like the ones here at...

And add in the typewritten text underneath so it would appear to be more like a actual Visual Novel. But the only problem is that in VideoPad while there is a "Typewriter" text function but it does not have a "Add Picture" feature with it. So tell me could Express Animate Software be a better fit here? Namely so I can make these story panels but be able to add in animated text underneath? I admit I'm not very good at drawing with a computer mouse in which my previous efforts were... so-so at best, would that be a problem? Can I be able to use things like Character Sprites/Portraits and/or 2D or 3D Character models on a background and add text in underneath or no?

I guess to make a long story short, would these programs be a bit more helpful to me? Or should I just stick with VideoPad for all of my Video Projects?

My understanding of your intent and the tools described is very limited.

That said, VP's text can be superimposed over any image background, and effects can be applied for positioning and enhancement.

Adding Animation from Express Animate...

Animation from Express Animate can be added in your project as a new composition or existing composition, by selecting Home -> Add objects -> Add Animation from Express Animate.

Try posting to the other forums that you mention.  Perhaps more knowledgeable folks will chime in.
