Locking track 1 and 2

I wanted to lock track 1 and 2 together so that they move together when adding a video to track 1 in the timeline.

I have tried locking the tracks individually but that does not allow me to add anything to do anything on either track.

Don't lock.  Group instead.

Select the clips that are to be moved in concert, then right-click one of the tracks and GROUP SELECTED CLIPS.

To select all clips on a track, click the first clip, hold down <shift> and click the last.

To multi-select individual clips, click the first, hold down <ctrl> and then select others one-by-one.

Select the clips on both tracks, then right-click and Group Selected Clips.
