I have version 8.18 - when do I need to purchase a new license to upgrade?

I am looking to convert .mka to FLAC and it appears 8.18 does not support that conversion.  When do I need to purchase a new license to upgrade?  What is the latest version?  I couldn't find the info on the website but may have missed it.

Just for reference: upgrades to existing licenses are optional but NCH software does offer a discount for this here: http://www.nch.com.au/upgrade/
