Error: Not enough memory

When I attempted to use the Rectangle tool, I received the following error message -- "Not enough memory: There is not enough memory available for the Rectangle layer. Please consider downsizing your image with the Resize layer to reduce memory usage." 

Is this because it is a collaged image? Or is this an issue with my PhotoPad software, my computer's storage/memory, something else? I used this tool just yesterday.

The error message indicates that the image you are working with is too large for your computer's available memory. In order to resolve the issue you can Resize your photo in PhotoPad.
