Can you apply 'Perspective' to an Overlay

I want to put a decal image on a photo.  When I add the decal as an overlay image and try to use 'Perspective', it applies to everything (original image + overlay).  I just want it to apply to the overlay.  Is that possible??

It is currently not possible in the program.
