Help with visual measure management, regarding measure placement

I am currently writing a piece, consisting of 3 parallel measure, piano left hand, piano right hand, and solo. 
With the space on 1 page, there should be able to be fitted 3 groups of 3 parallel measures, however, on the first page, after the secound group of 3, when I add more, it just jumps over, to the next page.

If I add groupped measures, on the other pages I can fit the 3x3 lines of measure alright, but not on the first page, I can only fit 2 groups of 3.

Does anybody have any idea, on how to sort this issue? It is quite inconvenient.

The problem may be that the first page includes the title text box. If you delete the title, can you fit it?
