How to remove background music

I have a couple of videos, one in a supermarket and the other is a radio interview, with both having background music.

Is WavePad capable of removing the background music and I can't find the way to do this. If not, perhaps another NCH program?

No, you cannot fully remove the music and leave the voices, but you can apply some audio effects  and cleanup tools to reduce those sounds. You may try the Isolate Vocals effect and/or the High-Pass Filter or Low-Pass Filter. You can find those options under Effects menu > Voice / Cleanup.
