Videopad exported video always starts out blurred

Maybe it's only on my machine, I don't know, but it has been the case for every project I export.

Like this, take a few frames to become fine again. 

Oh and the counter showed up several frames earlier in the exported video than in the editor. Plus the noise reduction takes forever compare to shotcut's HQDN3D.

Video noise reduction is notoriously slow.  Sometimes there's a prompt to warn of that.

What version is being used?  Try different export frame rates.  The counter in preview should be at the same place in export.

It's unclear what you mean by "take a few frames to become fine again."  There's no hesitation in the video here.

11.22. But the blur problem in the starting of the exported video, has been here since I started using videopad in 11.17. 

The first few frames will always look like this:

I just counted, it took 18 frames to return to normal. 

The counter in preview did not start the same as the exported video in this case. This is the first time I ever encountered this problem. The counters were always precise in the past when I used it. 

Yes I know the noise reduction is slow with the warning of asking me to get coffee... but the shotcut one is relatively much faster, so thus why the suggestion. :)
