meaning of burn error code: "Sense Data: 03 Oc 00?

I had been burning Cd's fine. Now this error code comes up and no success burning after multiple attempts. I thought it might be the brand of cd's so I tried a second brand with no success.

In this case, please uninstall and reinstall the application from your computer and reinstall it from our website. Once you do this, restart the computer and when it back on, right click on the Express Burn icon and select the option called "Run as Administrator".  Try again and let us know.

I also am having the same issue and uninstalled then ran as administrator to no avail.
