In this case Select Accounts/View Accounts this is going to display a window showing all the accounts, select the account that you need. This is going to provide you to pick the option Edit. Then select this option, modify the information and then select OK.

You are running as a user with limited permissions in Windows.  If you have an admin account, right click the application shortcut and select 'Run as Administrator', and enter the admin credentials.  Essentially the application does not have permission to write it's preferences in the default save location.
