My Videopad works fine, except i don't have any transition thumbnails. Theres "random", and nothing else, but when I click on it, it gives me an actual random transition, but I can't pick the ones I want. The solution for this is to reinstall Videopad, but THEN it says,

You tried right-clicking on the VP program, then clicking RUN AS ADMINISTRATOR?

i can't run as administrator, only a regular user

In the path that you have stated, locate the INDEX.BDMV file.  Right-click on it and click PROPERTIES.  Verify that the READ ONLY box is not checked.
