Thanks but it only works for photos, not clips or videos

So I was editing a video which was originally recorded in the day, but I want to make it seem like it was recorded at night I tried a couple of effects to increase the blue in the video, desaturated it a little and decreased the brightness. However it did not seem to work very well, since it was still too bright, but if I were to decrease the brightness further, it would be too dark, so is there another effect I should add or am I doing something wrong?

I already downloaded the latest update of Videopad, in fact when I updated Videopad was the time I had this problem.

I have been using videopad for a whie now but when I downloaded the latest version a few days ago my video export progress freezes at 91.5% every time.no matter which resolution I choose. If you know what is going on please tell me what is the problem and how to fix it.
