This is to prevent all subsequent audio tracks from suddenly being piled promiscuously on top of each other as a response to an item being removed from the video track. And if you delete one 10 second video clip early in a presentation, all the later audio inserts on both audio tracks collide with each other for 15 minutes or more ahead - and take hours to identify and reposition to where they should be. In that case I think your best option is to report this to NCH Tech team and see if it is a bug.
