Line pickup despite extensions not being answered

I've being trying to use Axon and Express Talk to provide a VOIP system for my wife. She works for a UK company but lives in Germany so it's the eaisest way for her to still have an incoming UK line. Axon and ET are fantastic products and I have already got the director ready to buy for the whole company but there are a couple of glitches we have.

The company employs a switcboard for an 0844 number which cycles through the UK lines until one is answered. This worked fine while she was using a SkypeIn line and with Express Talk directly connected to the SIP provider (SIPDiscount.com) line, however, now that I have Axon registered to the SIP provider the switchboard thinks the line has been answered and just continues to ring. The switchboard team have tested the line and they proved it was due to the line being picked up despite Axon being set to ring.

Can anyone tell me if Axon does pick up the line and if there is any way to stop this happening? As long as my other problem can be sorted this may not be too big an issue as Axon can provide the switchboard facilty, but it woul dbe nice to see it working as it should.
