Position of image on the backgrounnd

I have inserted a background behind my image. The image has size 1152 x 864 and the background has size 1152 x 900. The background protrudes in equal amounts above and below the image.

I cannot find a prompt in PhotoPad to allow my cursor to move the image up or down over the background, or to move the background to  that it protrudes only below the image. Please tell me how to position the image over the background so that the protruding portion of the background will  be positioned entirely at the bottom of the image.

Also, please tell me how to attach the image to this query.
