cannot change sample rate

I saved sound files, interview with a political candidate but wasn't able to open them at the radio station. When I tried to increase the sample rate to see if that would make the files usable, WavePad opened them, but created an error while saving. And then refused to open the files again.

 

And here I thought I had found a simple, yet effective program to make radio. And I was ready to buy the registreed version.

 

Help appreciated.
