Can't modify F12 key in Windows XP

I've long used and recommended Express Scribe. In Windows 98, I'm able to set F11 to be Play Normal Speed and F12 to be Stop, but in Windows XP, F12 is always Play Fast Speed, no matter how I change it, even if I remove it entirely.

 

Is this a known issue? I caught one possible reference to key changes not working in another post here, but I've been unable to turn up anything else on the forum here.
