Hauppauge HD PVR seen in settings but won't work

I am trying to use a Hauppauge HD PVR 1212 (here) with Debut. When I go to the video tab under settings I can select it as a capture device. (As seen here) However when I go to select it in the main interface it says no capture device can be found. Back in the settings under capture device settings I see these properties that are basically blank. When I click read I get this error. I am on Windows 10. I tried some suggestions mentioning it showing up under webcam. However the capture device does not show up under webcam in the list.

Does anyone know where I can find the values I need to type into to make this work, or is there something else I can do to be able to capture video with this in Debut?
