pocketdictate won't initiate internet connect

I'm running PocketDictate on a Treo700w, the one that runs Windows Mobile 2003 Smartphone. It works fine except for when I try and send a dication out. When I do that, it immediately says it couldn't find the SMTP server. But it never actually kicks off the EVDO connection on the phone, it just looks for an open connection if one is there, otherwise it fails. To make it work, I have to light up EVDO by opening a web browser first. Then, while the browser is still open, I can send out dictation files without trouble. Anyone know how I might be able to make the application properly call the "open internet" function without my present workaround?
