Animated Effects not working as it should

So whenver I add an effect that is supposed to be "animated" like Zoom and Rotate it snaps in the end of the clip, I want it to slowly zoom into a part of the video/image but instead, nothing happens in the beginning and near the end it instantly zooms in the amount I wanted it when the clip was over. I have no idea why this happens and it hasn't been a problem before but now it's like this? Is this intended or is it a bug? Because in the timeline it shows the amount zoomed in on the timeline but the finished product just kind of snapp zooms in in the end of the clip.
