Can't find an option that I've used before

Hi.

 

There was an option (effect), that I've used before, that cut the peaks without changing the rest (I was sure that it was "Normalize" but it is not)...

I want just "cut" the peaks like this:

 

before:

Is there any effect that makes it?..
