need help -where is the problem?

First time user ,need help to sort out my problem , either Express talk or sip account ?can't user to user free calls , Error call attempt timed-out.

The server is not replying.

Call has disconnected etc

Hope I got the answer: UDP port 5060 has been blocked by Omantel( my isp).

 

So no sip can work from here. But this forum is one the most third class type having no any reliable customer services anyway .
