Error 491 Request Pending

Hi, when I do an outbound call with Express Talk (on Skype) I received the follow error message by Axon.

 

491 Request Pending

 

under then the configuration

remove digits: 1

dial on line: Default

When Skype calls SIP, dial the following number: 101

Password XXXX

 

Where I mistake?
