Help File and access to ops manual

Despite trying 3 downloads I cannot get the Help file.

Error message - whlp32 exe binary in windows directory is corrupt, please reinstall.

This is new to me can anybody please help.

Can anyone advise how to download the Help File and/or the User Manual
