OGM Quality Bad to Cell Phones - Good to Land Line

A little problem here...

 

I am using VOIP - I am attempting to send an Auto-Dial list an OGM where it will then hang up. The problem is that when sending the message to cell phones... it is choppy and you can't understand it... but sending it to any land line and everything is fine.

 

Is there any logical explanation as to WHY this is happening? Any Fix?

I have suspected that it may have to do with the .wav/OGM file size, and/or EQ levels/HPF etc. Any adjustments don't seem to fix it. HELP!! :o

 

NOTE: I have tried calling MANY different cell phones, with different carriers, etc. and they all give the same problem. Also those same cell phones get excellent reception BEFORE and AFTER this call, therefore I don't think the cellular reception is the problem.
