Problem with external tranfer

Hello everyone, I have this problem

 

I have 3 hotels, I have connected all through the interior 2 ADSL connections

 

The switchboard has a public IP

 

The problem and IVM

 

call and respond, when I ask to transfer the call to a remote internal transfer rather than no effect
