Static in recording?

I am using VRS (trial) to record air traffic control communications via an airband scanner. I have a cable going from the scanner's Speaker Out port to the LINE IN on my pc. The VRS System works great and is recording the communications, however there is sometimes static along with the voice communications. I am reocording in WAV format with Mpeg-3 compression and mono sampling. I get the same static regardless of the recording format I try.

 

I am thinking I have a volume setting too high or too low or there may be some other software setting that is causing this. I was hoping someone would have some suggestions on what to try changing.
