I had the same problem when I reformatted. It has to do with a dll file - I will try to explain/remember what I did. Go to http://www.nch.com.au/components/index.html. These are a bunch of components - Go to your c:\program files\NCH Software\Components - I don't remember which one I needed, but I am using dss32, mp3el, and vis (and vecusb if you are using an USB foot pedal).
