What's considered a major change vs. a minor change. Does your version numbering indicate this?

Just tried to go from v4.04 to v4.06 and can't, at least not without buying a new license. Is it usual for this company (NCH) to charge for fixes to the previous minor version? In the change from v4.04 to v4.06 I find only fixes to the windows versions with the exception of adding license classes to the latest version. Hardly a functional improvement. Charging to fix your own software just doesn't seem right.
