I know this is an old thread but when I searched for this problem when I was having it this was the only result that fit so i figured I should post my solution for the next person to see. If you put in a video clip and it shows no audio, but you know the clip has audio, open the clip in WavePad instead. It will load as just the audio and you can save it as an audio clip. Then go back to VideoPad, unlink the nonexistent audio from the video, delete the broken audio layer, and open the audio clip you saved. Put it in the video under the desired clip. Problem solved.
