I see CROP and ZOOM options ... but not SCALE ? Where is the SCALE function ?

I have a mobile phone (vertical/portrait) orientation video which was shot over the heads of people in front of me. I cropped out the bottom part (to cut out most of the "head space"), but this just left a black empty area underneath the remaining/cropped video. I was hoping to resize the video to match the shape of the remaining/cropped area - but I can't find out a way to do this. So PLAN-B: can I put some text (white on black background) in the area underneath the the remaining/cropped video ? I was able to create the text using "Simple Text Overlay" and this created a second track which I set to run the entire duration of the video. What I cannot do now is get the text to show up in the resultant MP4 video. I've followed the Add Text tutorial, and end up with the same thing: 2 video tracks - one of the video, and the other of the text to overlay, but the example has the text placed over the video, and not underneath, so it doesn't cover what I am trying to do. Does anyone know how to do this?

Thanks for the offer. It's not that I don't want to upload the video, but that I want to learn how to do what I want to do. Having someone do it for me isn't going to teach me.

Thanks - but on trying ZOOM I still have a problem. The image is now distorted into the new ratio I chose (4:5) and there is no actual cropping. So my questions remains: How do I both crop and resize the video to match the cropped area so I don't get either a distorted video or a blank/black area around 3 sides of what I have cropped? All I can find is tutorials on how to zoom into a part of the screen. I don't want to zoom in. I was videoing over the top of people in front of me. I want to cut off the bottom part of the video, so that the the heads of people in front of me are at least mostly cut out of the resultant video. How can I do this ? I happily followed the video tutorial on how to crop a video: no problem - done that. BUT - the result is a video with blank black space around the outside of the cropped area. I can't see any "how to" videos or other support info on how to resize my video to match the cropped area. How do I resize the video to match the cropped area ?
