Problem with setting AAC/M4A bit rates

I want to convert MP3 files to AAC/MP4 with a fixed/average bit rate of 32kbps, but the settings in the encoder options seem to be largely ignored. If I choose 24. 32 or 48 the resulting file actually has a bit rate of 56kbps and the files are too big for me. I also tried using variable bit rate but the quality settings in that jump from 10% to 50% which results in a file that is either too low in quality, around 16kbps or too large, around 56kbps again.

 

I am looking to get 1 hour stereo files down to just under 15Mb each, which is what 32kbps AAC should give, and in other applications I have tried it does. But I would prefer the simple interface and command line driving of Switch. Unfortunately I get files that are either 28Mb or 8Mb, the former too big, the latter too poor sound quality!

 

How can I get Switch to follow the bit rates I choose in the ABR setting? I have no problem doing this with MediaCoder but was hoping to switch to Switch!
