picoPDF can't compress, OCR is poor

I have two Townships that send me their meeting minutes to post on their websites.  The last one I received was 18 pages long with 9M .pdf file size.  I tried to compress it with picoPDF and received an error message that said it couldn't Compress it.  Then I tried to use OCR, as the program suggested but OCR made a mess of the document.  There was a table and a few handwritten notes.  Anything that wasn't just straight typed text picoPDF wasn't smart enough to skip over, instead it made a mess.  I just bought picoPDF a few days ago.  How do I get a refund?
