Cannot Convert Vox 8000 to Vox 6000

Hello everyone;

 

I have been trying to convert vox files that are encoded at 8000 khz to Vox 6000khz using the command line and also using Switch.

 

Everything runs fine, no error messages, but when I play the files back, they are still encoded at 8000khz.

 

Any suggestions or assistance is appreciated.
