WavePad Sound Editor Master's Edition 4.03

I have just purchased and installed WavePad Sound Editor Master's Edition 4.03 and find myself stuck right out-of-the gate! I can’t record or even edit audio files that play in other programs on my computer. I didn’t purchase the optional tech support as I rarely require help; but I find I’m stuck and not sure what settings to change in order to make the program work. Here are the details on my PC:
