VEC Foot pedal problem

I might be missing something really simple here, but I can't seem to get the right and left pedals on my VEC USB Foot pedal to work properly with Express Scribe. If I click the left pedal for example, it just rewinds by ONE 0.5 second segment. To go back further, I have to hit the pedal again, and again and again to creep back by 0.5 second segments. In other words, there's not the continuous rewind I expected. The same holds true for forwarding with the right hand pedal. The central play pedal works fine.

 

I'm running Express Scribe 4.30 Intel on a 13" MacBook black with OS X Tiger.
