    We need more information, when you say "selected area" are you referring when you select and crop a section the image? If you do this, you will be able to rotate. Please provide more information about what are you trying to achieve. 

    I took some photos with a Crystal Ball & the  image inside the ball is upside down, so I want to rotate only this inside image & leave the background section of the photo outside the ball area in the correct upright position
