I figured it out! You can drag items below or above another item in the composition panel! I kept trying to change it in the objects panel. Actually kind of easy once I figured it out.

Is there anyway to change the object layers? I want to animate a sun setting behind the waves, but I added the sun too late and now it appears in front of the waves. The only solution I can think of is to start over, but I already have a bunch of animations done and I don't want to start over.
