I just downloaded the v 5.30 and tested it.  Looks like the problem is cleared up.  Thanks for your help.

I am running Videopad v5.21.  I had to update to this version after I upgraded to Mac OS v. 10.13.1 (High Sierra).  For now, I am creating videos on my disk and then uploading to YouTube.

Has this been reported for Mac OS versions?  I am having the blur problem on a Macbook Pro.  Here are two links:

The focused version was first made as an MP4 file and then uploaded.  The blurred version was a direct to YouTube file.
