You could use Windows Movie Maker and export a .wmv from it. Then just add as a clip in videopad.

I tried the method Andreas suggested -- since Windows Movie Maker has a "Credits" feature already, I made a 15 second clip, including its own sound, and then saved as .wmv file. I added the clip into the VideoPad and it worked like a charm.
