I got same message when Fling uploads edited files automatically to the FTP server:
Unable to open file. Check you have set your service settings using Options to enable Network access
The files in question are a bunch of randomly named .tmp files, and are not exists.
My wild guess would be Fling is creating them to check if the application finished the writing to prevent sending corrupt files to the server. And deleting them afterwards.
Besides the distracting error messages, updated files are uploaded without a problem, so cannot complain.

I got same message when Fling uploads edited files automatically to the FTP server:
