Problem solved. The dialtone parameters in the SHT/2B-USB driver config file needed some adjustment.

Hi, what adjustments did you do?
I do send and receive voip phone calls without any problem using express talk and Axon Virtual PBX. However, when I use Carousel to get my voice modem working to receive external regular phone calls, the call is disconnected when I answer the call. I'm using a voice modem HSP56 MR (VIA) as a H323 Device recognized by Carousel setup.
This is the log I get at Axon log and the SIP trace detail where I have 487 Request Terminated and 480 Temporarily Unavailable errors:
