Can I obtain that by means of Switch Audio Converter ? I had a similar problem when converting an MP3 file size 7.85MB to a size suitable for PowerPoint (but using OpenOffice free program) and found that converting to WAV (uncompressed) actually increased the size to 34.6MB, I then looked at the "options" button on the Switch page and chose "Microsoft ADPCM" and from the dropdown list of options chose "11.025khz 4bit Stereo" which made the file size 2.21MB. This was small enough for me to make a PowerPoint slideshow (again using OpenOffice) that was small enough to send by email. You can try the other dropdown options to find what suits your needs best.
