Sending.dat File purpose?!

Can someone tell me exactly what the purpose of this file is? I see it sometimes on users machines and with the naming I am thinking it shouldn't be there. But just need to make sure.

Express Dictate's sending.dat stores a queue of dictations that are waiting to be sent.

It should appear in the Send sub-directory of your application data directory.

If the file is zero bytes in size, or non-existent, then no dictations are queued for sending.
