Is there a way to get pedable automatically re-connecting after it has been disconnected from laptop?

Is there a way to get pedable automatically re-connecting after it has been disconnected from laptop? Each time after i have disconnect my Pedabl's USB connection, i find i have to re-connected the pedal by going into the Pedable program. Also, i have to re-set the settings each time. Is there a way to get the the pedal (a) automatically connecting when i plug its USB in, and (b) is there a way to ensure the settings remain in place?? thanks in advance for insights
