serial to USB converter doesn't work

I have a 9-pin serial interface foot pedal that works with Express Scribe. I purchased a Radio Shack serial-to-USB converter, installed the drivers, and now ostensibly the footpedal should work through the USB port. Problem is, it doesn't. Regardless of which port I select in the Control tab (USB, serial, whatever), the Express Scribe software doesn't recognize that a pedal is attached.

 

Is there some way to enter settings manually that might allow this to work?

Whilst most suppliers say serial to usb what they mean is usb to serial convertors. you have the latter. I am looking fro the former. A serial port outputing to a convertor to give a usb output.
