Effects greyed out when editing VOB file

When I edit a VOB file in VideoPad it lets me edit the clip in the Storyboard but Effects are greyed out. Effects aren't greyed out if I'm editing an MP4. 

I could create an MP4 from the VOB and apply effects to that, but it doesn't let me create the MP4 losslessly from the VOB, so the quality would be degraded.

Is there any way round this?

Yes, VOB files won't export losslessly, but the effects should work normally.  They do here.

Please share the file and someone will check it out.

Upload the file/s to a free server, such as Google Drive or MS OneDrive, get a shared (public) link, copy the link and paste it here or to me in a Private Message via the mail envelope in the top-right corner of this forum.  When using Google Drive, if necessary change "restricted" to "anyone with link can view."
