Tie doesn't work with multiple voices?

I'm on a mac notating separate exercise on separate staff systems in one document (not intended to be a single continuous composition). I have one voice in some exercises/systems. But for another, I have two voices on one staff. In the system with two voices, the tie function is grayed out at all times. <— update: it's grayed out in one bar but working in the next.

Does the tie function not work when using more than one voice?

UPDATE: I figured it out. My two voices got reversed bc I was adding in the notes but neglected to specify to which voice they belonged. It wasn't working bc I was trying to tie notes between two different voices.
