API to change and set config?

I would like to know have access to set the configuration parameters using my own interface. Is there an API that I can use to set the config or can I make IVM Answering Attendant save its config in ODBC type db so I can update the config information using my app. in real-time.

 

Also do I have to restart IVM answering attendant every time that I make changes to the config.
